Development History:

The total 1,402+ acres Phillips Ranch was purchased in 1964 by the present landowner, Westmont Corporation. At the time, only a portion of the ranch adjacent to the Corona expressway, Hwy 71 was within the jurisdiction of the City of Pomona. The balance of the property was under the jurisdiction of the counties of San Bernardino and Los Angeles. The area within the jurisdiction of Los Angeles County was annexed in 1968 under resolution 68-165 to the City of Pomona. A development plan was prepared and adopted by the City of Pomona at that time and agreements were entered into by the property owner and the City of Pomona for sewer and water services. A park agreement was entered into at that same time, whereby the city had an option to purchase designated park sites. In 1972, the Pomona masterplan was amended by the city of Pomona under resolution #3359. The plan was amended to indicate school sites, bicycles-trails, open space areas, landsites for the main body of the development at Phillips Ranch. A wilderness area along the northerly mountain range, Westmont Hills, was deeded to the City at that time. The Pomona general plan for the City of Pomona proposed the same basic land uses that were anticipated by the development proposals of the Vestment Corporation.
